Well find out for sure where it is leaking first.

If it is the tank you can pick a new one up for a few quid off Ebay. Have a look at this thread and tell us which CAG you have - a Mk1 or a Mk2

http://www.minimotoscene.co.uk/forums/showthread.php?59589-Identify-Your-Bike

If it is just that the hose has split slightly around the tank nipple then its an even cheaper fix to buy a new bit of fuel hose (or if it's long enough now - just trim the inch or 2 off the end that's leaking).

Well if its leaking from the tank then you won't need a new tube - you can use your old tube a new tank. The Mk1 cags use the same fuel tank as the mini dirt bikes, so one like this should be what you have under your seat unit:-

However if the guy gave you a new 'tube-looking-thing' then I suspect he was telling you its the hose that's leaking and it also sounds like he has given you the part to fix it?

Can you put a picture up of where its leaking and what this 'tube-looking-thing' actually is?

the bike sounds like it wants to start but it doesnt even with a little bit of 2 stroke and a new pull start http://img40.imageshack.us/img40/2989/img20120119132758.jpg the leak starts from up here and the 2 stroke leaks from the opposit end of the tank (it drips down)

most running problems for a 2 stroke engine are lack of fuel. Is your plug wet? (therefore getting fuel) I suspect not if its a cag that has not run for ages, the carb will be gummed up with 2 stroke oil, strip it down & clean it.
As for the leak, the new tanks for them cost next to nothing.

Try this web site for advise. http://www.minimotogarage.com/index2.html

It does seem to be leaking before the black pipe, so I would just buy a new tank for 9.50 delivered tbh. The tanks are made very cheaply in China and the nipples are just solvent welded or heat bonded on to the main body - it doesn't take much pushing on the fuel pipe to open a little crack.

Someone on here might have an old CAG tank on the garage for a couple of quid of you do a wanted ad?

You could try it I suppose, if its knackered anyway - just make sure all the fuel and fuel vapour are long gone before you start applying heat to a fuel tank.

That's no real surprise tbh if you don't know where the spark plug is. You do need a little knowledge of engines to keep these little bikes running in fairness.

I'd say ebay is your best bet... The best for Chinese stuff is petrolscooter in Coventry or redcircles in Cornwall. They both have Ebay shops...
